I feel bad for cell he was never revived he hasn't even killed 1 planet. Bad Buu gets reincarnated, good Buu gets a 2nd chance to live a better on earth and not commit anymore crimes, Frieza gets revived twice, cell? He just rots in hell alone and forgotten about. If cell ever got revived I'd like to see him turn into a good guy bc I don't think he's truly evil despite the bad things he has done. Not when you compare him to Frieza and Buu, which have done far more damage to the universe than cell ever could.
