Victims of Communism Memorial Foundation (VOC) is an educational, research, and human rights nonprofit devoted to commemorating the more than 100 million victims of communism around the world and to pursuing the freedom of those still living under totalitarian regimes.
VOC was authorized by a unanimous act of Congress signed by President Bill Clinton in 1993. In 2007, the VOC Memorial on Capitol Hill was dedicated by President George W. Bush. VOC’s mission is to educate this generation and future generations about the ideology, history, and legacy of communism.
