Since there seems to be confusion about Sapphire’s outfit - this is an actual dress from 1914 (Left). While yes, at a glance there is a high collar and a hat, the seams, waistline, sleeves and length are all completely different. Sapphire is wearing an earlier ensemble (Right) although one of a less affluent person. This is late 1890s/early 1900s.
