The National Committee for Sub-national Democratic Development (NCDD) is the inter-ministerial mechanism for promoting democratic development through decentralization and deconcentration reforms throughout Cambodia.
NCDD was established by Royal Decree on 31 December 2008. NCDD is accountable to the Royal Government of Cambodia for the implementation of the Law on Administrative Management of the Capital, Provinces, Municipalities, Districts and Khans (Organic Law), the Law on Administrative Management of Communes/Sangkats and Decentralization and Deconcentration policy.
To effectively implement the Organic Law and the CS law, in line with D&D policy NCDD has established sub-committees and a Secretariat to facilitate and manage implementation.
