I found some usable Details about the Gate Drive Transformer. Its not Directly from that Power Supply, its from a S-400-12 but should match!

The XL1509-5 fixed 5V Buck converter is used ONLY to Power the FAN and the Backlight LED.

And Another even more representative Example of a "Self Oscillating" startup Design. The Self Oscillations occurs at the Startup ONLY, this way it generates the Voltage Needed to power the TL494 Circuit and go into normal Operation ! It uses the 12V Secondary Winding for that.

In my latest Video "S-360-12 (12V 30A) Cheap China PSU that works Differently" I showed as a reference a SHIDO ATX PSU that had a 5VSTBY mini flyback additional but still the the TL494 VCC was or'ed (with diodes) between the +12V Output and the 5VSTBY, this was not a a good example of the Self Oscillating nature of that design. Here a DELTA DPS-200PB-59 200W ATX Power Supply of that Era that works as the PSU shown in the Video with Self Oscillating Startup.
