My analysis on this:
Leatherface has shown greater endurance, durability and strength feats.. however Pluto is more experienced, skilled and smarter as the mutants in THHE have to survive however they can in the desert therefore pushing them to become smarter and adapt to their surroundings better, we can see this by the creations of their tunnels and being able to take out military squads.
