stealing gears are inphernal taboo, which is not allowed regardless, probably unless w/ permission or high trust, but even rocket and zuka's relationship is good, he rather not touch zuka's gear, although he wish he can see it in action, so basically it's illegal to use someone's gear, as i know, all inphernal always born and instinctively know how to use the gear they born with, so even if they DO have permission and high trust, they wouldn't know how to use that gear, even if they saw that gear on action a lot.
