In the 1980s, Taiwan was on the verge of changing its industrial economy into a high-tech one. It was critical to improve manufacturing and marketing collaboration, as well as international competitiveness. To assist in responding to the competitive pressures of globalization and liberalization, as well as to speed up the upgrading of domestic industries. The Bureau of Industry, Ministry of Economic Affairs, formed the Central Satellite Factory System Promotion Team on July 1, 1984. To make it more versatile and serve more industry players, the institution was reorganized as the "Corporate Synergy Development Center" in 1990.
