New guaranteed rifle spawn in Sundered Pass - Weather Station. The location might differ a bit, but there's always a rifle around there. In the radar building, in the workshop building behind some cardboard, or the trunk of the truck outside.

A follow-up to the fishing video. Apparently there's a nice snow shelter spot for fishing in Crumbling Highway as well, and this one comes with a great view! Thank you for letting me know. Winding River is the only remaining region without a good snow shelter spot.
