As for actually answering the OP: Yes. Kishi planned Tobi being Obito from the start. There's too many parallels one can draw between Obito in Gaiden and Tobi's initial design for it to be a coincidence; Kishi deliberately drew Tobi to remind us of Obito.

Just about everyone called it when Tobi was introduced, the timing after the Kakashi Gaiden arc and the fact he had one eye made it pretty obvious. The fact Obito backwards pretty much makes Tobi (O - Bi - To > To - Bi - O) was a dead giveaway too.
