My guess is no. Many other DLCs do not have to be played when the game itself is completed. For example, the curse of dreadbear. In that DLC you could switch from the main game, to the DLC. Now knowing Steel Wool can do that, RUIN most likely will just be switchable. You can go from SB to RUIN from the main menu.

I'm pretty sure Ruin actually ruined the PS4 Security Breach trophy system. They are no longer listed, lots of new players that have recently downloaded SB and Ruin aren't receiving any trophies at all, and none are listed now (I know they're "hidden" but it's not even listing them period a friend still has his when I compare games and it's all funky as well.)
