I'm pretty sure that if you're coming up on a traffic light and you want to turn left, and someone is coming towards you the other way, and you don't have a green arrow, they have the right of way. Now if they're far away enough from you and it's safe to do so, you can turn left. However this truck should've waited, the oncoming car was already in the turn. The truck should've stopped and waited for them to complete their turn and then went. However I also think that this guy with the dashcam shouldn't be driving so fast, and should've left more space between him and the truck, even if the truck driver was acting like a fool.

The truck driving like a jackass. Without a green arrow for left turn-left turn is always wrong. I don’t know about there but here break checking is also wrong.

Both the city and truck driver is at fault. The city should have programmed the light on the opposite side to be red until the turning light for the opposite side turned completely red if that makes any sense. And lastly the driver is at fault for not exercising caution ⚠️ , brake checking aside.
