But by the time we got the NES in North America cart technology had advanced enough to allow it. Thus we never got the Disc system outside of Japan.

Most companies those days solved that issue by having codes that generated based on your progress.
For example mega man.

Even the first super Mario used hidden shortcuts to make a similar solution.

You have to make sure to change the coin battery inside of cartridges like The legend of Zelda to keep your progress. When the coin battery goes dead all your data is gone. This is one of many reasons why emulation is better than even the real hardware.

So in reality it was because nintendo was afraid of piracy which was already an issue in japan
So they went with the more expensive for them option which was to eat the cost and develop different mapper chips for their carts
Which was a smart idea and gave them control for most of the life of the console with a few notable exceptions

The US also does NOT enjoy console add-ons the same way Japan does. Most console add-ons that have rolled out in the US failed miserably (besides maybe the wii fit board but that isnā€™t actually a part of the console itā€™s a controller). I think if we had to buy a separate disc drive in the US nowhere near the same amount of people would have played Zelda. We like our entertainment in one package
