Advice from a former barn hand/groom: Its location, appearance, and her being a mare (right?) makes me think urine scald is most likely. Other candidates are keratosis (also known as ā€œcrudā€) although thatā€™s usually the cannon bone and presents in smaller more difficult to remove clumps, if that makes sense. Itā€™s also the most common issue Iā€™d see on my horses and the boardersā€™ horses, (upper level h/jā€™s, mostly effected the geldings) but again it doesnā€™t quite fit this. Pastern Dermatitis (ā€œscratchesā€) is usually on the back of the pastern, hence the name, lol. Rain rot is a possibility and is another ā€œscaldingā€ condition (meaning infection after prolonged moisture weakening the skins barrier) although itā€™s a weird place for it if thatā€™s the only place itā€™s happeningā€¦ Either way, Iā€™d have a vet come out and check her and to get a prescription for the right topical medication, even if itā€™s just a special shampoo and more frequent hose downs. ;)

It's Rain rot. My horses used to get it after winter sometimes. Wash them really good and it's usually clears up.

Wainright Iā€™m only 10 years old and I found it on one of my horses so itā€™s definitely rain rot

Shaklee basic "G" is best thing i ever used on rain rot or scratches. Follow directions carefully. Has to be diluted.

Have no idea what it might be, but the presence of all that black stuff attached to the hairs suggests some sort of infection/issue, not just shedding

Yeah, itā€™s a great to touch it with your bare hand. This seems like the best way to show the Internet.
