Ok so it's systematic but your best example is something from 27 years ago?
Also I would like to add that the percentage of domestic abuse is higher for lesbians (44%) then straight (35%) women. Also the percentage is lower for gay (26%) men then straight (29%) men. So perhaps atleast part of the problem lies with women.
This is by the way data from the us (couldn't find german data on this) and from the site of the dc volunteer lawyer project.

she fails to provide the reason the reason is that the law is not preventative. it can punish people after the fact, only ethics and values can prevent people from violence.
