Note: Please do not attempt to give water to very young baby birds if you have not been trained how. It is very easy for them to aspirate (have it go down the windpipe). Baby birds don't know how to drink water; they get their hydration from the foods their parents feed them.
Here is an example of how to safely give a small amount of fluids to a bird (I.e., when giving medicine orally).
The beak does not need to be forced open for them to ingest something. Their beak is not watertight when it is closed, so fluids can still get into a closed mouth.
Give no more than one drop at a time, and gently tilt the head upward to help them swallow.
Make sure they swallow the first drop before giving a second drop. Sometimes they will wait a few seconds before swallowing something.
You should not use a syringe larger than 1ml capacity for a small bird. If only one or two drops of a solution is needed, you can also use a fingertip instead of a syringe. Just dip a clean fingertip into the solution that let one drop land onto the crack of the closed beak, then tilt head to help them swallow, etc.
