First off, Chef Skinner wasn’t really a villain so much as just misunderstood. Misunderstood would be the correct status you’re looking for. Only reason he became what one would believe him to be a villain is he found Gustaeu’s will where the restaurant would belong to Linguini. Later on was when he discovered Remy in Linguini’s toque. Yeah, Skinner tried to dispose of Linguini and even became enough of a loose end to rat out his own former restaurant, no pun intended, but he was not as much of a villain as we would think he was.
Second off, Pete was broken. He got pissed off and jealous bout the space toys replacing everything he and the other westside toys stood for, just like Woody did. Only difference was Woody reformed himself.
Third off, Chick Hicks might be both broken AND pure evil. He’s definitely influenced so he might be all three. He kept taking Ls from Strip Weathers and thought he would finally have a chance to win a race till Lightning McQueen came along as a rookie. Not to mention he’s still constantly throwing shade at Lightning during the third film.

I don’t think Emperor Zurg is pure evil. At the end of Toy Story 2, he was just playing catch with the other Buzz toy (who was actually his son). Very much a Darth Vader/Luke Skywalker situation
