I imagine Batman is working on something bigger. Maybe he's working on himself. I'd be perfectly fine with what you mentioned, "we haven't seen him since the flood and the bat signal isn't being used."

It could be that the Batman still isn’t the fear that criminals believe him to be. He was crime fighting for 2 years and the thugs at the start of the movie asked him what he was supposed to be

I read someone from the show say."this is about the seedy underbelly of Gotham. A place we don't see Batman" and I'm like??? That's his whole thing??? All of these characters are from long Halloween a story centered on Batman. I still love the show, and I get he would steal attention away from the mob drama. It is overall a good call for story telling. But you can't convince me batman wouldn't be right in the middle of this.

Part of me would be happier if we saw him as bruce or batman even for a few seconds like Daredevil in no way home.

With all the destruction, explosions and carnage occurred, I find it hard Batman not appearing even slightly, because he is "busy"... There has been an explosion in a whole block, plus drugs flooding all over the city, mob members killing each other... It's his "job" to deal with such issues 🙄
I hope that the reason is that, all what happens in Season 1, is laid out within a month or two from the Riddler's act. To be honest, I have lost a bit the notion of time lapse in the series..
