1-3 you need everything on the table to make amazing characters, 4 for all the graphs and info and finally Tomb because it’s the best DND 5e module.
I have to say Icewind Dale: Rime Of the Frostmaiden has been a close second for me but I loved ToA so much!

The players handbook is the only thing on this list I agree with. I guess it’s more personal preference but I would’ve gone with PHB, Tasha’s, Xanathar’s, Monsters of the Multiverse, and the Monster Manual. Then you’ve got basic rules, almost all the expansion races, classes and subclasses and some bonus monsters. You can also easily switch Xanathars and the MM out for a good combo of source book and module like con rictans and curse of strahd or Explorers guide to wildemount and Call of the Netherdeep.
