That was very clearly denial. By that point, he had a lot of doubts in his head (courtesy of Axel and Roxas), but he knew Xemnas was indeed evil, so to remind himself of that, he simply quoted what he had heard so far. But by "DDD", I think he regrets that mindset, because he questions half of his orders in 3.

Ive always just assumed that since he was told by Yensid they dont have hearts and they will pretend to have feelings, he went in with the mindset that not having hearts must mean they are evil just like the heartless or Ansem even. Its in character for Sora at this point to truly believe what hes told from others like Yensid or Mickey. Its also proved to him multiple times in the game when the organization members "pretend" to feel and when Sora calls them out they "drop the act". Ex. Demyx at hollow bastion for example. I think in context of KH2 only not knowing the true goal of the org 13, the Organization's plight for wanting a heart is easy for the player to sympathize, so when Sora doesnt feel the same its jarring for us. Then once Sora learns they do have hearts he changes his mindset cause hes felt what Roxas felt at the end of DDD. Even in 3 he learns to empathize with most of villans compared to how he acted in KH1 and 2 with Ansem and Xenmas.
