Specifically in “Cherub Rock,” “the Pumpkins Chord” isn’t about using octaves. It more so refers to playing an EMaj using the open E string and the G#/Ab on the 11th fret of the A string, which is what gives it that pedal tone/Indian feel.

Anytime I see Billy pop up I feel It IS important to acknowledge that the Nevermind guitar tone Butch used for Kurt Cobain was directly influenced from his (then) recent work with Billy and the Pumpkins.
