Depends on the load. If it was a heavy load , breaking suddenly can cause them to lock it's called stab breaking. Honestly what I've learned with my CDL is that it's always our fault...

I actually do think that the p.o.v. Truck slows down - it’s just barely noticeable and I think they can push the brake a little bit harder as well to even slow down dramatically . But since this is a truck (significantly heavier than cars), they would require even more distance to slow down to a complete stop. Even then it doesn’t look like they could avoid this accident and would still crash that truck, but it’s always a good idea to slow down as much as possible to avoid an accident (safely of course).
