You are not limited by cc's, you are limited by power to weight ratio - 150kW per tonne. That's why a 650cc vtwin is learner legal but some 2stroke 250cc are not.

The joke you sometimes hear in Australia is that the P plate stands for “pull me over”, as the cops tend to target P plate drivers/riders! It’s not a bad system though as it does give other drivers a heads up to the young driver’s experience level.

In most AU states Learners are allowed to carry a pillion, if the pillion has a full motorcycle license.
Filtering / Lane splitting is technically illegal, You must stay within your lane unless indicating to change lanes... Or was when I had my 'L's in the 70's
