This is a real thing. I was a communication specialist with ATT for decades. When VoIP technology started replacing PSTN network services ( data vs copper connections) people started complaining that the calls had poor quality sound.
They didn’t, it just a conditioned reaction to the perception of it.
People were used to a certain amount of noise on the old copper service and when that went away they perceived that as inferior.
Solution? A small amount of white noise was built into the VoIP service to mimic what had been acceptable before.
Complaints stopped.
That may have been gradually phased out as people got more used to the new technology.
