The parents are to blame for this 1. They never taught the child to not run or play in the street 2. They had an elderly mobility challenged family member watch a young energetic kid. And lastly all the blame for this child’s death is on them

How was the 70+ year old grandma who’s using a walker chase a child who is probably around 7 into the street?!

Of course, the parents blame her because they don't want to take the blame for themselves, which it rightly belongs to them. They chose to leave a very active, energetic little boy with a woman who can not walk very far or fast. They knew that Grandma has a disability.
Those parents are smooth-brained heartless jerks, They're not the only ones in pain.
I hope that Grandma's other children aren't that heartless and can see the situation for what it is a heartbreaking, tragic accident.

Poor grandma and the little boy. Lazy parents used disabled person to babysit their toddler and then blamed her for an accident.
