Would not have been more powerful than Sauron... both of them were Maiar so "Lesser Gods" I guess you could call them... but Sauron had been building power in Middle Earth since the first age... Gandalf came to Middle Earth much later and never pursued power - whereas Sauron was one of the most powerful of Melkor's host way back in the first age and was considered "among the mightiest of the Maiar".
