Like light is saying, camping is at the top level of everything. Knowing where your character is strong vs your opponent's is key info, and you should try and set up that position. The difference is in the interaction, or lack thereof.

Not every character gets a chance to camp, nor to win the "forced" campy interaction. Camping may be fair, but it's not balanced. And not everybody camps, even some players/characters that could, simply won't; and that helps viewership...
