If you're still taking comments, check that the power adapters are the correct Voltage AND AMPS, or current. This requirement data is usually on the manufacturers spec decal, generally located next to the power input or the serial and model number sticker. If your adapters are lower in volts and current than specified, that MIGHT explain the malfunction. Otherwise probably DOA.

Voltage is only half the rating for a power supply - you also need to know it's current (mA or A) rating. If the power supply cannot supply enough 'current' then the switch may not start properly. I recommend you download the manual for the switch and check what the power supply rating (volts and amps) should be. Also make sure the polarity on the plug is correct.

the lower switch seems to be damaged, since there are light indicators at "on" while there are no ethernet cables plugged into them. try to make a hard reset by pressing the reset button while the adapter is unplugged... press and hold the reset button while the power adaptor is unplugged, count about 10 seconds, then while the reset button is still held pressed, plug the power adaptor and count another 10 seconds or more and release the reset button. this process should fix any bug if the switch is not yet permanently damaged.

You said "new" but judging by their condition and the power adapters I'd assume you meant "new to you", so used. Were they stated as working by the seller? Return or exchange them if you can.
Check the specs for the power adapter needed, the one you showed is 12 volts DC at up to 2 amps, if the switch needs more voltage or current then try something else, just don't exceed the voltage.
As others have mentioned, if these are managed switches, you can hook up a console to see whats happening, if anything. Learn how to do that if you don't know.
If you have electronics skills, or you know someone who does, you could check things with a voltmeter. The output of the power adapters, or pop the covers on the switches and check the internal power.

The one that doesn't turn on at all, open it up, it may simply be a case of an open fuse or bad power connector on the circuit board (cracked solder, broken traces from the barrel jack connector) or it could be the dc-dc converter chip faulty. Some switches have the power supply separate from the main board, so you could get a separate power supply and replace it.
