In Episode 2, Radio Killed the Video Star, we see Vox using his mind control powers on the general population of hell. This is most likely how he controls people to buy his technology, but, this power in it’s regular form doesn’t work on Valentino.
When Valentino is complaining about Angel Dust leaving, Vox tries cool him down with his mind control powers. This doesn’t work initially, Vox then has to turn up his brightness on his screen to make it work for Valentino, due to him being a moth. It's a really cool detail, especially since moths are attracted to blue light! Additionally, Vox doesn't seem to react to Valentino's smoke, possibly meaning he doesn't have a sense of smell (or is just used to it)
