I'd argue that reaction speed goes to Yagami based on the way Ichika didn't consider blinking near Yagami cuz she might get blitzed because of the small opening
For Yagami to react and still blitz her while she would recover form a blink he would need to have at least Mid Subsonic reaction speed, a more accurate guess would be near transonic
