In my experience it's easiest to do it from Okocha Flick (5-star skill move). In previous FIFA iterations this flair shot works exactly the same way. I've recently tested it on FIFA 20, and 23 as well.
Here in this example I'm doing it with Ella Toone (Manchester United Women) in FC24. Note that it's easier to do fancy flair shots with Flair+ players such as Toone or Paulo Dybala. If you like to score trick shots and have more fun in the game, then Flair+ is one of the best playstyles for that in EA SPORTS FC.
Requirements: You must have at least the basic Flair trait to get this spinning rainbow flair shot. Without flair you'll only do the standard version, without the spin.

Other controllers & keyboard:
Okocha Flick (5 ⭐)
Xbox: LB + hold Right Stick forward* / Switch: L + hold right stick forward
Keyboard: Ctrl + hold numpad forward
*Forward = direction player is facing at that moment
Flair shot:
Xbox: LT + LB + B / Switch: ZL + L + A
Keyboard: Caps Lock + Ctrl + Space
Tap these buttons (with low power) when the ball is in air around waist-knee level. Okocha flick + wait for the ball to drop & then press them all at once.
Imagine that you must grab the dropping ball with your feet. This way you'll know how to time the shot.
Not the easiest flair shot, but Flair+ players such as Toone or Dybala performs it with ease.
I see many people saying flair+ is useless... But in reality every playstyle+ has insane benefits if you learn to use them & specialize to their perks.
