You have to stop at a red light, just because the law says right on red unless otherwise stated, by law you still have to stop and let the green light traffic go by before turning, right on red doesn't mean you have the right of way.

I cannot imagine that both vehicles had green light when crossing the road. So the van turning right should have had red light at that moment. But however, let's say both had green: which of both roads is the main Street?? Normally the van coming from main Street has priority. These are the rules here in Germany. And sometimes it says, the drivers had to settle at a moment like this

Shared. Right on red has to yield but just because you have right of way doesn't mean you don't have to maintain proper lookout and commit evasive action. Majority in the turning vehicle but a bit of you just kept going and collided
