This was filmed in June. The water typically reaches the bays end of March thru June as the snow melt comes down stream.
It doesn’t always reach the bays and leak like this
But this isn’t rare. There is a road that goes thru the spillway. When it leaks heavily like this the road will flood and have to close. Only other ways across the spillway is by bridge. Either airline highway or the interstate.
The river is a couple feet higher than the bays
So the water “leaks” thru the creosote pins.
These pins are pulled when the structure is in operation (as in when they are diverting some water into the FloodWay and down thru lower ground ) and into the lake pontchartrain (under airline highway and under the interstate 10).
It has only been opened 11 times since its completion in 1931.
There are 350 bays.
The spillway has a design capacity of 250,000 cu ft/s and there are 350 bays making the ideal rate of flow for each bay 714.3 cu ft/s.

I guess I shoulda said. This is the Mississippi River at a moderately high level. The level wasn’t high enough to open the gates yet. The spillway was designed to alleviate pressure on the city of New Orleans levees. 17 feet on the Carrollton Avenue gauge is usually a sign it’s time to open the gates. They use river flow rate to determine really and predictions from upstream.
