doesn't everyone know the year is technically 365.25 days long? so, we added the leap year so that it is 365 and 366 for the leap year year...is that new to people? it is common knowledge up here in Canada

There are many people that have no idea WHY we have leap days. They argue just change the length of a second, minute or an hour etc to make it work. They have no idea a day is (more or less) fixed to a duration (one spin of the earth) and same with a year being one orbit around the sun.
Simply, a year is not evenly divisible by a whole number of days. Two things that have a fixed duration (give or take) no mater how me measure a day or year (seconds, minutes or hours).
