Bro those aren't rare and it doesn't electrify anything, it's default ash of war is spinning slash....but it does upgrade to the second strongest weapon I have found when you put the flame aspect on with an ash of war, (damage around 780 with 50 strength 35 dex fully upgraded+25) behind the golden halberd which I use (damage 896 at +10 WITHOUT buffs/ great rune) you can farm it from around most miner erdtrees from the guardian enemies, I got tonns of these when I first entered liurnia of the lakes

What's crazy is I've been using this in pvp with the same ash of war . This weapon in my opinion in the best Halbert for pvp because of its light attack

Not exactly rarest. Almost every armor and weapon that drops based on a percentage is 2% drop rate
