Solo queue is undeniably broken, has always been so, and will most likely always remain that way. As long as you're playing a team game, your individual rank is going to be influenced by the people you're matched with. Over a significant amount of time, your individual performance will theoretically remain the only constant variable, and you should win more games than you're losing if you're better than the average opponent you're getting matched against, but random chance is inherent in solo queue, and there's an undeniable possibility that you're going to get unlucky with your team mates so often that it artificially lowers your rank beneath where it should be, even after hundreds of games.

The more you play, statistically, the less likely you are to be unlucky, but there's undeniably some people who are literally stuck in elo hell because they've got the worst luck.

On the flip side, the statistics also imply the existence of elo heaven, where you queue up and get carried through every game as long as you put in minimal effort to simply not be a detriment to the team.

The only mode in lol that's pretty much flawless for ranked is flex queue, if you queue as the same 5 people every game. But in this mode, the rank that you get reflects the rank of your team, not the rank of the individual player on the team.

Ultimately, in conclusion, the fact that lol isn't Starcraft means your rank is going to be subject to random chance, especially if you don't play ranked religiously every day. Some get placed in silver 4 after trolls int away their placement games, and they simply don't have the time in their lives to grind up to diamond where they ought to be. It's part of the game, and the people who don't like that possibility simply choose not to play ranked.
