Volo is awesome as a character but as a villain he’s practically nonexistent. Most people predicted he was either a secret extra fight like Cynthia in undella town, or he was gonna be the final boss pulling some kind of strings. And the fact that he was both but also halfway neither is unfortunate.

I hate how accurate this is. How often do you play a Pokémon game and forget almost everything that happens in the story? It happens a lot. There's a reason so many people forgot most of X and Y's story. It was uninteresting until the big lore dump.
It's even more frustrating when the story finally gets interesting and epic, but it's short-lived and we're back to boring cutscenes.

Looking over my early reviews on Backlogged makes me feel a bit bad. But I am more happy with recent ones.

Right after you proceded to list off example after example for why your claim is valid.
And I realize how long of a way I have to go.

Volo is great when you compare it to other Pokemon fights . As far as villains are concerned, he's kinda mid even for Pokemon standards, only being one after the reveal and for as long as it takes you to beat him, and after that, he is GONE never to be seen again. And this is all for the Pokemon standard, we can do WAYYYYYY better than that.
Overall; great fight, mid villain. Could still do better.

From the very beginning when he showed up something about him, just seemed off to me.
Truthfully, I was surprised when he didn’t reveal himself to be the villain mastermind when you’re dealing with the time and space legendaries.
So he finally reveals himself in the post game. It was more of relief that he finally dropped the act.
And keep in mind his fight was not a two stage boss fight.
It was essentially an eighth stage boss fight.
You first had to fight his Cynthia clone team of six followed by two fights with Geratina.

Me personally I can kind of see where people were coming from when they got excited about Volo in-game. That being said all I thought when seeing was “That’s it?” You’re absolutely correct Ludo, we’re never gonna see him again. What makes him worse to me is that it feels like Game Freak just did some key jingling given Volo is related to Cynthia, and the two stage fight that no one saw coming (because Game Freak is too scared to try and stick with new ideas). In short, Volo just kind of exists, and doesn’t do anything for me. Especially given I’m not going to play Legends.

The true villain should have been Darkrai. Maybe turn the story into one big allegory about the protagonist overcoming their own depression and intrusive thoughts through this new world that doesn’t have consequences in reality besides their own self-realization, actually doing something with the Isekai tropes the game played with
Darkrai could also tie back into Volo’s whole deal, simply being a manifestation of all of those dark, repressed emotions, spurring an actual explanation as to his backstory and motivations for opening the distortion rift with Giratina
In broad strokes, Volo tearing open the rift may have been what the protagonist was called for, but Darkrai trying to kill everyone is the crisis that the protag needs to overcome to feel like they’re worthy of going back

As much as I hate to admit, yeah, Volo is not that good. But personally, MAINLY because his buildup was not good.
Like, the idea of being this cosmic horror protagonist, someone that seeks the secrets of the universe, is denied by God himself so he turns to the devil is insane as fuck, I love it. But in the main story him and his guild are purely backstage characters and the "epilogue" it's just a sudden mask he wears now that makes it clear he's fishy out of blue. We just were THAT close of making him a great character.

“We are not eating good, WE’VE NEVER LEFT MCDONALDS” pretty much sums up all of Arceus to be honest. Volo’s just the best example of it, especially since this seems like the perfect Pokémon game to just not have an antagonist and it be fine, assuming semi-competent writing is a thing that exists.
