From a VGC POV:
Gen 1: Charizard / Arcanine
Charizard is broken in Mega Y form or G-Max, but the fact that it relies on a mechanic holds it back.
Arcanine got completely powercrept once Incineroar showed up, but when Incin isn’t legal it’s a very good consistent Pokemon.
Gen 2: Tyranitar
Good in literally every format ever. Stalling doesn’t work in competitive.
Gen 3: Salamence
Mega Salamence is one of the most consistent and powerful Megas. Speed Boost isn’t that good with Choice Scarf Urshifus and Priority Moves everywhere.
Gen 4: Cresselia
Garchomp has fallen off very hard, but Cress is still one of the best Pokemon ever because of its bulk and very good support movepool.
Gen 5: Tornadus
Tornadus is the best one rn because of its fast Tailwind Setting. Thundurus or Landorus T are the best considering their history.
Gen 6: Aegislash
Best way to deal with the broken Fairy Type. Both bulky and crazy offensive
Gen 7: Incineroar
Duh
Gen 8: Rillaboom
Dominated the moment it got Grassy Surge. Won a worlds immediately and is still extremely consistent.
Gen 9: Flutter Mane
Duh
