The way I think of it, baking is like doing chemistry or another science experiment:
You have to follow the steps perfectly to achieve the desired result in any consistent manner. It's extremely sensitive to alterations in ingredient amounts, since, as mentioned, it often involves chemistry which, for anyone who's ever taken a college level gen chem class knows that that stoichiometry is a thing.
Cooking, however, is like a Bob Ross painting. Sure, there's a general blueprint, a set of instructions, but happy little accidents don't ruin anything, they just make things more interesting

I'd say both cooking and baking you can adjust to what you like, but baking is a lot hard and requires some understanding. For example, if you want to make a brownie recipe more fudgy, you need to understand what made it cakey and how to make it fudgier. But if you're making a pasta and want less meat, you just add... Less meat. If you need to substitute something in baking, you need to find something that creates the same effect (milk can be swapped for almond milk in some cases, but not always), but if you don't want mushrooms in your quesadilla, you don't require a substitute.
Of course there's some cases where you need a bit more understanding when it comes to cooking. For example, I want beef enchiladas, but the canned salsa it required was too sweet. Now I need to understand why the salsa is sweet and if it can be fixed. If not, I need to understand how to make homemade salsa not sweet.
