It’s probably because Jane is so good and meta right now, Rina is a good Jane/Seth partner, she needs few moments onfield (especially c1), she gives pen buffs and helps Seth with the shock anomaly for disorder. Made in heaven.

Rina was my 2nd S rank an over time She started to outshine Nicole but both have an issue where their buffs or debuffs last a short amount of time compared to Lucy. At the Moment Rina just has a Lot more powerful Team Comps that make learning how to really rotate with her worth it.

I based my pulls based on my Rina if the character is optimized for her or not. Hell Rina isn't even my favorite it's just that she's a useful character for team building.
