The only reason why ice spirit is decent is because on defense it's devastating and if it connects to the tower it does 330 DMG at lvl 11, while lightning does 317 (Also, in cycle decks you can use this evolution 4-7 times.)
Firecracker is a pain but ever since arrows can one shot the evolution of her she hasn't been as overwhelming.

Why on earth r u putting the evo pekka at 21st? It is an easy top 10 or even top 5. Cuz it is so annoying to kill since most smaller swarms only heals it, also skarmy can also be killed by any spell and any inferno tower/dragon can be easily reset.

ice spirit is bad in some cases but its pretty underrated in offensive pushes and defenses since it can keep groups frozen 3 times allowing splash cards to do better defences (i thought it was bad but its good)
