From what i've experienced local Councils will go to extreme lengths to retrieve council tax errears thinking it is owed [even if your on benefits] They now steal it out of your bank account via a private debt collector with the permission from the bank manager, without your consent and without a signed mandate. It does not go through a proper court of law like they say it does but through a private hearing. If it's happened to you and your not sure contact the courts and ask them if they have any record of it going to court.
