My daughter has a spot like that. It looks like it may be eczema. Oil it and try to avoid scratching it. Eczema is a fungus, and it can spread.

There were 2 little tiny bugs I seen.. one was under the right hand , she scratched one out of bottom of brace . The other tiny bugs you can see crawling through the hairs as the scratchers nails start on left bottom of braid !! LOOK CLOSE
