Just bcz they didnt result in the same result does not mean that they earn the same punishment. The punishment is intended to stop the drivers from getting to that point.
It's these crashtappens fans that say max didnt deserve a penalty in brazil because lewis didnt crash. The penalty is there to stop the drivers to getting to a point where they can crash into each other negligently

remember since it was a racing incident and hamilton dint purposely want to send max into a wall at 51G's it was a 5 sec penalty and also remember penalties are not meant to effect the race results in saudi arabia max was given a penalty for going of the track in turn one and gaining an advantage to many times he also waited longer to allow hamilton pass so he gave a penaly the reason why overtaking off track is so bad is because its like cutting the whole track just to gain an advantage which would be unfair. in silverstone lewis probably should have tried more to touch the cirb but he was on less downfoarce cold tiers full fuel and since max had closed the inside abit to much lewis couldnt have a wide entry to take the curb im sure he could have doged it since he only cliped like 2 to 5 inches of the wheel but yeah. if your wondering what i mean a WIDE ENTRY i mean to clip the cerb the best most people go wide into the corner to have the tightest line an example was when lewis and checo were battling in turkey you could see going into turn one they run wide but have a tight line so thats why both are 5 sec penalties.
