The reason he says all that to Tahir and then kills him anyway, the way I see it anyways is because atp he knows Rais has been listening to everything through every radio line. So when he says that to Tahir, he's actually saying it to Rais because at the end of the game, he says the exact same thing again to his face this time and doesn't kill him.
