For Cyberpunk, both are important. Running it at 1440p with a 10th Gen I3 and RTX 3060 12GB hardly give me 60 FPS like I watched on some benchmark videos since while it always seems like a GPU intensive game, the open worlds and a lot of NPCs need a better CPU too

A 9800X3D is going to be way better for me in WoW than my 12700 with DDR4 RAM, even with "just" a 4070.

Emulators tend to rely much more on the cpu though so make sure you have a good cpu if you intend on emulating

I don't think that's what he meant. I think he's saying that when turning up your resolution your CPU utilisation is barely affected. So when you switch from 1080p to 1440p your CPU will still push similar framerates. That's why you test CPU's at lower resolutions. So you aren't limited by the CPU even in GPU intensive games.

In my first PC build I had an i5 because I had been told that it was plenty for gaming, comboed with a 1060 it worked just fine. A couple of years later I upgraded to a 2070 and my CPU bottlenecked so bad I couldn't play most games, it matters

It absolutely matters. I’m currently using a PC I originally bought off the marketplace and I’ve upgraded almost all of the parts within 2 years except the CPU.
I bought the new GPU about 2 weeks ago which is an RX 7800 XT, but I still have an outdated CPU which is the I7-3770. For perspective, I’m suffering a 50% bottleneck until I upgrade it ☠️
