Depends on what would you consider/call "champion diff".
Yes, some champion`s skill-sets (passive, skills) can be considered "counter" to certain other champion. The stats and scalings of some champions differ A LOT - at certain level if you make 2 champions duel with just auto-attacks without skills and movement (just right-click the enemy) there probably always will be the same winner (ok, maybe a little random with critical hit chance).
Many players can`t noticed it, but itemization is a very important part of the game. Just like champions can counter each other - same thing can be said about the items. Items that both champions buy can both increse that champions "counter" strength AND lower it.
At the start of the game players have different starting conditions based on their champion choice. As game unradvels players have different progression depending on their choice of skills and items.
And of course dont forget - this is TEAM game. Or atleast should be. Where one champion have strenth versus one certain champion, there are several more he would have to face. In theory, good team cooperation/teamwork should counter any counter picks.

This is just silly. It’s like saying getting to diamond 4 duoing as a yuumi is just as much a diamond 4 player as the diamond 4 Azir or Hwei. Just not the case. I think evaluating lol skill that way is super dumb. If we think of skill level as the combined product of many individual skills collectively understood. Such as rotations, timings, vision, objective control, spacing, skill shots, wave manipulation, lethal thresholds etc etc. yeah it’s not even close. Skill level are on two diff planets

at lower elos, the biggest champion diff is one of agency. the ability to proactively make plays and create positive advancements in the game is what is going to really create a difference in the kinds of champions you're playing.
this is why assassins are so strong in low elo - you can have low cs and be killed many times, but you always have the agency to trade kills for kills and get the gold required to perma-grey screen squishies on the enemy team, leading to an improved win probability for your team.
I'd say learning or picking champs with high agency is always going to be better for the climb, since it magnifies how much you can affect your own chance to win, making each improvement significantly affect the actual state of the game. if you're playing a low agency champ, you're much more reliant on teammates, and each improvement made won't see the same return on winrate
