It depends on how you want to use the crossbow. It has it's own unique skill tree, and it's own unique mutation.
If you upgrade them and use the skills to get maximum critical hit chance and the mutation to increase the damage, plus if you use a good crossbow with a lot of power and certain bolts, you can have that sniper rifle on land as well.

Once upon a time CDPR did have a while under-water-combat system planned, but due to time constraints they were forced to scrub it and replace it with the Cross-Rail-Bow-Gun whenever you're underwater.
I don't remember the exact article/interview, but this was confirmed by a couple of the Devs.
It was meant to be this complex balancing act of Oxygen, Stamina, and Attacks. Where stronger attacks would use more stamina, and therefore consume more of your oxygen; Also IIRC, the lower your stamina bar became, the more oxygen-meter would be consumed per attack, or perhaps it was vice-versa. Idk.
Shame we never got to see that, could've been quite cool.

This is the trick i used getting the 50 headshots achievement, i would go underwater, kill drowners, get out, wait for them to respawn and repeat

Thank god it does so much dmg I wouldn't have done every smuggler cache if I couldn't one or two shot my enemies
