Do we really need to point out the obvious? It's freaking expensive to have a kid and on top of that, the HK real estate market makes certain expensive metros in the US seem affordable. It personally doesn't make sense to me to have a kid if it's going to make you financially insecure and unable to adequately save for retirement

If a couple doesn't want a baby because of their lifestyle, incentives will not likely help.
The incentive, depending on the amount, if it's given for several to maybe 22years may change to people having more babies.
For some people, seeing photos of babies will not make you want a child. It can bring smiles.

Lol why whould the undersecretary entertain the idea? To think that someone high up in politics thought that most people don't want babies because they're such a hassle and would be reversed after seeing some photos is ridiculous. And to think that people prefer working overtime? Lol. High living cost is the main reason, not because people forgot babies are cute.

Lower the amount of rent to be paid lower the food that we need to survive then the people might think about trying to have babies there but if you're struggling trying to pay your bills and struggling trying to survive why would one of the person go out of their way to have children and can barely make it

so this is what they’re wasting time doing? how about actually addressing the reasons for low birth rates: high living expenses, violence against women/girls, poor working conditions, low wages and no residences.
