The Long version is such a good video. Never seen such a good explanation. But the title is so misleading. It's a video which explains how difficult it is to use your brake power in a perfect way. Never understood where the big differences between these professional drivers came from, now I know. But again: wrong title.

EVERY other motorsport with telemetry is perfect and in perfect sync with the audio!!!!
F1 telemetry is terrible, it's out of sync with the audio and it's a joke.
F1 is supposed to be the pinnacle of motorsport yet the graphics are what you'd expect to find on a PS1. Bad form F1, bad form

The brake graphic is probably a function that returns a Boolean. Brake pedal pressed? True -> show red bars on screen. Brake pedal pressed? false -> don’t show red bars. And throw in some logic about whether brake was pressed since the last check to know what to do. As in, brakes on? True, then wait, brakes on? Still true. Oh noes! Moar red! Moar red!

I remember one time Marc Priestley answered this question and he said that the brake application is a critical component to the driving style of every driver and that disclosing that info would allow rivals to get more info about the drivers lap so the graphic is simplified to just show full on or off.

"Why F1's halo graphics are wrong" would be a better title. Though anyone who knows a bit about racing would take it as "the brakes are engaged" not necessarily as 100% brakes.
